Strengthening Cybersecurity Capacities in Georgia

Objective The overall objective of the project is to strengthen Georgia’s preparedness and resilience towards cyber threats and attacks, by capacity building of Georgian stakeholders and creating enabling cybersecurity frameworks, in line with the EU’s approach, standards, and relevant legal and policy framework, notably but not limited to the NIS Directive.   Results Increase Georgias security level of networks and information systems, as well as its level of prevention, preparedness, reaction and resilience to cyber incidents and threats The benchmark for this will be the EU’s NIS Directive and external cyber capacity building guidelines A rules-based cybersecurity governance in full respect of Human Rights and Fundamental Freedoms according to the EU’s approach A whole-of-government and whole-of-society approach for an inclusive and accountable policy and decision-making process, involving CSOs, civic actors and the private sector

Technical assistance for the full implementation of e-catalogues in the Greek e-procurement system

Objective: The overall objective of the project is to support GDPC in achieving one of its strategic goals which is to create a fully functional post award e-procurement system focussing on e-catalogues, including also e-ordering, e-invoicing, e-delivery. These catalogues will be used for contract management of supplies and/or services by the GDPC itself, the majority of Greece’s public contracting authorities as well as economic operators. Results: Strategy development, analysis, prototyping, testing and piloting resulting in an overall strategy to expand e-procurement processes, an investment and customizing plan for a post award e-procurement system and the use of techniques and instruments for electronic and aggregated procurement. Technical implementation, customization and dissemination resulting in an action plan for the full implementation of e-catalogue processes and/or Dynamic Purchasing Systems and/or Framework Agreements through ESIDIS for the majority of contracting authorities in Greece the GDPC`s staff being familiarized with the modules of ESIDIS the dissemination of the system to the economic operators already enrolled in ESIDIS including trainings for potential bidders in public tenders developed KPIs incorporated in the e-catalogue system the set up of trainings and learning concepts the build-up of GDPC`s personnel competence in setting up and running e-catalogues tenders.

Project description   Objective: Provision of technical support to contribute to strengthening tax compliance and collection of the NAFA in the area of risk management and auditing of large taxpayers by improving and building the capacity of the LTDG with the aim to put in place streamlined, more efficient and effective administration of large taxpayers, as well as an enhanced capacity of the staff in performing of core business processes such as risk analysis and auditing of large taxpayers. Strengthening public procurement practices in Georgia

Project description   Objective: The overall objective of this project is to support Georgia in developing and maintaining a transparent, non-discriminatory, competitive public procurement system in line with the EU’s and international best standards that – from a long-term perspective – will let Georgia become a part of the EU public procurement market, leading to greater opportunities for EU companies to participate in Georgian public procurement and vice versa. Results:  Provide quality assurance and enhancement of the Georgian State Procurement Agency’s (SPA) institutional, human and technical capacities Facilitate the approximation of the Georgian public procurement legislation with the relevant Union acquis (as defined by the AA/DCFTA) Introduce EU and international best practices within this framework
