Support to the Ministry on Labour and Social Protection of the Population in modernising public employment services in the Republic of Azerbaijan

Objective: To improve the efficiency and effectiveness of the public employment services through the provision of better services. The purpose of the project was to strengthen the institutional capacity, management and operation of the State Employment Service (SES), to modernise and expand public employment services ensuring better addressing the needs of jobseekers and employers. Results: New comprehensive SES service model based on the European best practices developed and management operation improved. Provision of services efficiently addressing labour market needs strengthened with focus on Active Labour Market Programmes. Development of social service provision in Azerbaijan

Project description Objective: The overall objective of this project is to support the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan (MLSPP) in social inclusion provision for vulnerable and disadvantaged groups. Results: A strategic framework for the development of social service provision in line with EU best practices is established. Amendments to the legislative framework in line with strategic framework proposed. The system of social service provision is modernised in line with EU best practice. A human resource development strategy and action plan in regards to social service provision is developed and relevant MLSPP staff is trained in accordance to it.
